
1. The ultimate goal of the FCAA is to please God rather than man.
2. Unfortunately, fundamental Christians are divided on a number of issues. Among these issues are dress standards, music standards, and Bible versions.
3. We believe that the best way to foster competitive activities among Christian schools is to maintain high standards in all areas.
4. When the modern Christian school movement began in the 1960s, conservative Christians emphasized modesty, traditional music, and the King James Version of the Bible.
5. The chief purpose of the FCAA is to maintain these standards and values.
6. While all schools desiring membership in the FCAA are not required to agree with these standards, they are expected to respect them and abide by them whenever teams meet for competition.
7. Each school desiring membership in the FCAA should be led by a man, preferably a pastor, who exercises spiritual authority over the organization.
Article 1- Purpose
1-1. The purpose of this association shall be to promote inter-scholastic athletic activities of high school students of member schools. This shall include establishing, maintaining, and enforcing such regulations as may be necessary to accomplish this purpose and to safeguard the physical welfare of students and school personnel involved in such activities.
Article 2- Membership
2-1. Eligibility and Admission of New Schools.
2-1a. Membership. Membership in the F.C.A.A. is open to any Christian school in the State of Florida that is approved by a unanimous vote of all schools participating in the local conference. (see Section 2-1c.)
2-1b. Eligibility for Admission of New Schools. In order to be eligible for admission into F.C.A.A., a school must:
1. Believe and Teach Salvation By Grace Through Faith. Good works, such as baptism and church membership, are not part of the salvation experience as evidenced by the school?s by-laws, academic curriculum, statement of faith, student handbook, church ownership or sponsorship, the name of the school, and /or reputation in the community.
2. Comply With F.C.A.A. Policies and Guidelines. Agree to abide by all dress code guidelines and all policies of the F.C.A.A.
3. Supervise Coach and Fan Conduct. Agree to be responsible for the conduct of its coaches and fans.
4. Provide Accident Insurance. Provide student accident insurance for its participants.
5. Meet School Enrollment Requirement. Have a total enrollment in grades seven through twelve not to exceed one hundred and twenty (120) students.
2-1c. Admission of New Schools. Schools wishing to join F.C.A.A. must:
1. Complete F.C.A.A. Application. Apply for membership in the F.C.A.A. by completing and submitting a F.C.A.A. Membership Application form. By signing the membership application, each school agrees to familiarize itself with the F.C.A.A. By-Laws and any other rules and regulations of this Association and to instruct its faculty and student body in By-Laws, rules, and regulations, both candidates for and fans of interscholastic competition.
2. Receive Unanimous Vote. Receive a unanimous vote for a one year probationary membership.
3. Pay Annual Fee. Pay the annual membership fee.
4. Receive a Unanimous Vote. Receive a unanimous vote after one year of probationary membership for full membership.
2-2. Discipline of Members. At the sole discretion of the league president, a member school may be suspended or placed on probation or its F.C.A.A. membership revoked as follows.
2-2a. Violation of F.C.A.A. Policies or Guidelines. For any violation of these Florida Christian Activities Association By-Laws or any F.C.A.A. policy or guideline.
2-2b. No Longer Eligible Under Section 2-1-2. The school no longer meets each eligibility requirement of Section 2-1-2.
2-2c. For Good Cause. For any other good cause as determined by the league president in his sole discretion.
Article 3-Organization
3-1. Each conference in the Association shall be represented by a conference director. This director shall be from a member school of the Association and the corresponding conference. The conference director is appointed by the president. Duties of the conference director shall include but are not limited to the following:
1. Serve as member of the F.C.A.A. Executive Board.
2. Schedule inter-school competition.
3. Collect yearly fees from conference member schools including state and conference fees, and forward state fees to the F.C.A.A. office prior to the September 15 deadline
4. Maintain up-to-date records on the conference such as standings, forfeits, etc.
3-2a. The executive board shall be the managing body of the F.C.A.A. This board shall consist of one member from each of the conferences in the state, which shall be the conference director.
3-2b. The officers of the executive board shall be: president, vice president, secretary/treasurer. The office of president shall be occupied by Dr. David Bedell, with other offices being filled at the leisure of the president by appointment. If any officer resigns, the vacant office shall be filled in the same manner.
3-2c. The duties of the officers of the Executive Board are as follows:
1. President- Calls and oversees meetings of the Executive Board: suspends, places on probation, or revokes the membership of schools as provided in Section 2-2.
2. Vice-President- Stands in for the President when necessary.
3. Secretary/Treasurer- Manages all paperwork and disbursements necessary for the smooth operation of the association. Supplies financial accounting of F.C.A.A. funds at the yearly meeting and when requested by the Executive Board; stands in for the vice-president when necessary.
3-2d. The officers of the Executive Board (president, vice-president, and secretary/treasurer) shall be the tournament committee, grievance committee, protest committee, rule interpretations committee, and shall make any other decisions necessary to carry on the activities of the F.C.A.A.
3-2e. The Executive Board shall hold meetings as it deems necessary, but no less than once per year. Meetings as necessary during the course of the year to discuss urgent situations such as rules interpretations, tournament arrangements, etc. may be conducted by telephone at the discretion of the board.
3-3. The Executive Board shall hold an annual meeting open to all member schools during June. The purpose of this meeting shall be to adopt new policies, rule changes, etc. Schools that have been a member of the F.C.A.A. for a minimum of one year shall be eligible to vote. Voting schools shall have one vote on each issue brought to a vote after proper motions and discussions have been heard. A two-thirds majority shall be required to approve any item. The F.C.A.A. Executive Board president shall preside over the meeting, or the vice-president in the absence of the president or the secretary/treasurer in the absence of the other two officers.
Article 4- General Regulation, Playing Fields, State Play-offs
4-1. Rules in each sport shall be determined by the official rule book for the sport. The official rule book shall be adopted at the annual meeting for the F.C.A.A. Currently the following apply:
1. Flag Football- F.C.A.A. rule books and the National Federation rule book, with the F.C.A.A. rules taking precedence.
2. Volleyball, basketball, softball, baseball- National Federation rule books.
4-2 All playing fields shall be as specified in the approved rule book for that sport. Consistent playing fields are very important in order to be fair and safe for all teams. Failure by the home team to provide proper fields or equipment as determined by the game officials shall result in the following:
1. If the situation is correctable, correct it and play.
2. If the situation is not correctable, but not a safety hazard, the visiting team has the option to play the game under protest or play the game under the existing conditions. If the visiting team chooses to play the game under protest, they must register the protest prior to the start of the game. The visiting team must then notify the conference director no later than forty-eight hours after the game. The conference director's ruling determines whether it is an official game or a forfeit. If the visiting team agrees to play, the game becomes official as soon as it starts and no further protest is allowed.
3. If the situation is a safety hazard in the opinion of game officials, it should NOT be played and shall be considered a forfeit by the home team.
4-3. The F.C.A.A. shall sponsor state play-offs in all sports that three or more conferences are participating in for that year. Currently this would include the following: boys' flag football, girls' volleyball, varsity basketball, and girls' basketball. First and second place teams for each conference shall be eligible for the F.C.A.A. state tournament. If either of these teams does not attend, the third place team from the same conference shall be eligible to attend. The Executive Board shall be responsible for the organizing of each state tournament, including officials, pairings, etc. The president will choose the location of each tournament.
The Florida Christian Activities Association is a creation of its member schools and membership is voluntary. The member schools assume full liability for all matters concerning the health and safety of students, faculty, and spectators.
